RE:Ottawa - WETLynne Mueller raved years ago how every city in the world was calling him daily about their system, that they dumped shortly thereafter.  Your assumption is partially correct.  I believe that many cities, that care about energy and pollution (because probably many more have different basic priorities), continue having internal discussions about what to do about it.  And they have had those in various forms for decades.  Many have probably done some things of various scales.

Lots of talk about many great things that should be done by companies and cities. That has never and never will change.  The thing that has to change is translating that talk into action.
