What exactly is a shareholder being paid cash for?
Can only assume that "a" payment could be for the non-refundable deposit for the water rights promised to Greenbriar. 
What else is he being paid for? 

The 1.5M of Greenbriar shares Strasser & Co. are to be receiving are supposed to be related to Captiva Verde interests.

The first tranche of monies from VOYA won't cover accounts payable and actually build the required infrastracture.
They couldn't raise any money to pay Strasser, apparently both here and at Captiva Verde.
Very difficult to follow two different companies that are being used as "one" piggy bank.
Wait and see what the financials have to say, I guess.
