the HADES program is signal intelligence. The planes do not have an aggressor capability. They will not engage any targets but will have some AWAC capability. My understanding.
I'm sure Bombardier is more then capable of modifying a global to be able to carry internally torpedoes and wing hard points. No doubt.
The bomb bay doors needed to drop those internal torpedoes would have needed a large structural section cut from the fuselage. And then strengthened.
So sure, they could do it. Maybe they should do it. But I ask the question of whether they should do it when the Global 8000, a significantly less modified variant of the 7500 takes this long to complete and certify.
I'd much rather Bombardier focus on completing their 5 year plan and reduce debt before investing money and resources in something so divergent as a Boeing P8 competitive plane.
Also remember that Boeing was planning to shut production of the P8, so how big is this potential market? Again, this is not the HADES market
