CEMATRIX Corporation is a Canada-based company, which manufactures and supplies technologically advanced cellular concrete products developed from proprietary formulations across North America. As in the past the whole notion of what an executed contract defines is somewhat ambiguous. My first search found executed contract to be one that was completed construction but then I found sources that indicated that it can also mean signed contract but not completed construction.
So I guess in Cematrix context it is a signed contract not completed work. Since as you said the news release indicates work to be completed before the end of the year.
