Since when did Cali become CVE's problem?

These guys should worry more about shiping out of the Gulf of Mexico where it appears hurricanes are forming monthly and the season is becoming practically year long now.

Maybe they will make a deal with Florida and move all their refining right into two paths for hurricanes to hit but at least they won't have to deal with politics.

Closing all California's refineries would only benefit CVE.
