It was the Republicans that asked for action on the border to be included in the Foreign Aid package that was going out to the Ukraine and others.  Without it they would not entertain the bill.
To satisfy the Republican demands a bipartisan committee (consisting of members from both parties) to negotiate a border bill.
When the bill they demanded, that was developed on a bipartisan basis came forward it was denied a vote because Trump wanted to campaign on the issue.
So in an emergency situation nothing got done. Executive orders can only advise Federal agencies how to carry out the law. They cannot provide funding.  That action is up to congress.
