- it has ACCESS to the SOBO KEYSTONE pipeline from Canada so a LOT of WCS BARRELS 'could' be USED as FEEDSTOCK depending on the COMPETING PRICES & AVAILABILITY of heavy oil crudes like WEST TEXAS SOUR
