Technically, a magmatic hydrothermal breccia is created by a high pressure wave of superheated water (>100C) moving through a weakness in the rock. The water is not yet steam due to confining pressure. When this water gets anywhere near the surface it turns into steam which creates a gas explosion which creates a gas/phreatomagmatic beccia.
Once formed these breccia pipes can become conduits for mineralized fluids. There are examples in the word of these porphyry breccia pipes forming small, high grade ore bodies. They are rare. Barren to weakly mineralized porphyry breccia pipes are far more common. This one appears to be of the latter type.
Could these breccia pipes be the conduits for the fluids which created the hypogene enrichment blanbket? Possible, but fault related is more likely in my opinion.
