Trump likes to govern according to (1) what makes him more popular, (2) garners him votes during and just prior to elections and or (3) whatever creates a personal advantage for him. 

(2) is less important now that he's in

and... regarding (1) ...

According to a Pew Research Center studypublished in March, 88% of adults in the United States think marijuana should be legal for medical or recreational use, with 57% thinking marijuana should be legal for both purposes.

 ... so I like your suggestion on the (3) factor, which would allow him or his family, or now probably Elon, to personally benefit.
