Seems like a stretch.  I don't think the idea that nuclear has been underserviced, de-emphasized is a Democrat invention.  I think a consensus has developed that nuclear has a key place in any future energy strategy.  And while Trump knows he needs to support the oil industry, privately he must acknowledge the necessity of transitioning - just more slowly.  In the same way that he's not going to skewer the auto industry (or pal Elon) that has invested billions in doing the same.
