The cost to buy back 10% of the shares would be significantly higher to create the same outcome.

It's actually pretty much the same cost to buyback 10% of the shares and as long as the share price stays this low that appears to be what they intend to do moving forward. Besides buybacks are a more guaranteed outcome at a much lower decline rate.
