It means that Ucore did not get upfront money to do the testing for the two OEM that are still talking about a offtake deal. Ucore only gets paid for that after the testing and they can do the separation. Remember they have the basic pattern/plan for separation, but each sample has to be tweaked with hundred if not thousand of hours of run time to get the best result for each stage of the separation for that sample.
