RE:RE:Samren's changing storyThe Water District doesn't hold water rights or leases them. Potentially they sell imported water to various entities but that is only on a year to year basis. Therefore, they would have to be "leasing" from somebody who actually owns water rights.
Seems like he is trying to skirt the potential repercussions of the Nacht counter lawsuit.
Does leasing fulfill the EIR water assessment for the necessary available water?
Or are they just "paper", once again.
That would be up to the courts, I suppose.

It will be interesting to see what happens with the Water District's recent stoppage of a industrial parcel subdivision from proceeding. The parcels were exempt from CEQA (according to the City) but the Water District seems to think differently.
