I would agree with you by looking at their website :OXXYNOVA
The plant has been shut down for 2 years.

The location and infrastrutures fit the bill.

And it looks like it's going to be revived with a new purpose and other companies involved.

It's a stretch but BT mentionned synthetic fuel QRR's by product.

Since its inception, ownership changed several times and pretty well it had been more of a history of reducing operations as opposed to expanding.

For these reasons, if it is Ocxynova, it is not an impression I would have from the way that the news release describes this partner. Does not sound to me like someone that had the stability and "extensive" experience in putting together and modifying production facilities.  And "operates" in present does not describe a facility that has been shut down and if it has been shut down, who is still employed that can be counted to bring this "extensive" experience to HPQ?  They have a site, and that's as far as I can make a black and white comparison.

Obviously Oxxynova is under HPQ's radar, but the question is whether it is the partner of the latest news release. Hopefully not.

Time will tell.
