Everything here could be legitimate. The problem is, how are they going to move forward on anything?
As you have already stated, they likely have little or no cash, otherwise, all of these fabulous projects on their books would not be sitting around gathering dust all of these years. They need someone who can strike up some deals, and maybe this new hire is the guy that can do it.
But for now, as we can see from the charts, every time a bit of good news comes out, long-suffering shareholders who have been waiting for an opportunity to get out, sell their shares. Once any shorts have covered their positions, the buying dries up, and the share price trickles back to where it started, and the entire cycle begins all over again.
