Russia is pumping energy on the open market - at close to full capacity.

Its oil was never sanctioned, except for some meanenless price caps. In June 2022 the EU said it will be banning all seaborne imports starting in December 2022. That gave Russia enough time to form a shadow fleet of tankers and arrange shipping to alternative markets.  

Biden never imposed any secondary sanctions on countries buying Russian oil and products. To keep oil prices low he also closed his eyes on Iranian sanctions and even relaxed restrictions on Venezuela. It's all about getting re-elected.

Sources close to retired general Keith Kellogg, appointed the U.S. envoy to Ukraine, hinting that he will opt for an immediate ceasefire, followed by negotiations. Russia may be allowed to keep some real estate but will have to agree that a cut from oil exports revenue will be used for rebuilding Ukraine. Billions of Russian frozen assets will also be included in negotiations. In the meantime, Kellogg will be soon travelling to Ukraine. 

The real sanctions will be if Russia rejects the ceasefire and any deals. India and China are already looking for alternative suppliers.
