As the case was "closed with prejudice" it means that PJBL Energy has to be satisfied with the PREB decision, be it in agreement or not. It is now up to the PREB to approve it for moving on to the FOMB.
It is now off of PREPA's books and belongs to the PREB.
The PREB now retains jurisdiction to decide and is responsible for its outcome, not PREPA.
It's good to see it move on but it's just in somebody else's court before moving to the FOMB's court and then for LUMA to perform an interconnection study, if the FOMB approves.
The fact that Sargent & Lundy performed an interconnection study some time ago doesn't matter because the transmission system belongs to LUMA now.
Long ways to go, yet.
