PREPA and PBJL are "requesting"
"...requesting that judgment be entered pursuant to the Settlement Agreement,

Of special note is the fact the PREB will enforce the settlement agreement.

And now it is a "fact". You better hope so.
Having not been actually announced that is certainly a highly speculative statement too make.
