The text you highlighted fits in with the "milestone chart" on page (pdf) 28 from the December presentation on website.

Look down to the "completion and commissioning" arrow, it starts at Q3 2024 and it touches end of Q1 (March) 2025. That arrow is not a definitive end, but ongoing as far as these things work.
The "9 month ramp-up" arrow starts at beging of Q2 (April) and these two milestones can and will overlap, so the text you posted is well within the milesone charts goals.
The "ramp-up" arrow touches near end of Q4 2025, but once again this is not definitive at all.
After that you will see the "Phase II expansion in 2026/2027" in pink, and obviously will not be locked in for a timeline just yet.
The "start mining activities" arrow as we were told months ago is well over 6 months ahead of schedule or more now, so if this is slowed down a bit while waiting for plant start up, no probs.

Remember that when commissioning starts the plant is technically in soft production of ore that can be sold, but not up to final grades and purity that will be acheived on end of commissioning.
The most important part is that Hatch, Kfw, clients, SK Govt., me and you all are beyond a doubt satisfied with the end product to be so.
