As an aside, I am not aware of other companies where the CEO gets separate director fees in addition to a full employment compensation package but they made that decision and with CEO's percentage ownership that can elect directors, there may not be much of a debate.
As for DoD and the contract, I don't think they have any concerns. Their budget for exploring new technologies is beyond massive and a lot of stuff the fund unlikely reaches the desired result due to experimental nature. They will fund the project and make payments according to deliverables and milestones. They did not spend $27 million. If things don't go according to plan along this journey, they likely can pull the plug and whatever they have spent will be written off, and the amount for them will be negiligible. The bigger question is why aren't they firing up the ship waste destruction technology more aggressively after a couple of systems have been delivered years ago.
We will see how things will unwind, I just don't think with all these technologies, patents and initiatives that it is as easy as you make it sound by ignoring resources needed to keep carrying on such a broad strategy.
