The project is planned to be implemented in three phases, with the following estimated budgets:
• Phase 1: This phase includes a 19 km tramway line from Le Gendre to Charlesbourg, passing through key areas such as Sainte-Foy, Universit Laval, Colline Parlementaire, and Saint-Roch. The estimated cost for this phase is $7.6 billion, with an expected completion and service commencement by 2033.
• Phase 2: Extending the tramway with a branch to D’Estimauville, this phase is scheduled for construction between 2030 and 2035. The specific budget for this phase is part of the overall project cost.
• Phase 3: This phase includes a branch line to Lebourgneuf and a 7 km tramway line from downtown Qubec City to downtown Lvis via a tunnel under the St. Lawrence River. The estimated cost for the tramway components in this phase is $4 billion, with construction expected to begin around 2035.
The total estimated cost for the tramway components across all phases is approximately $11 billion (in 2024 dollars). Additionally, the CIT plan includes over 35 km of bus rapid transit (BRT) corridors, bringing the combined estimated cost for both tramway and BRT components to $14.7 billion.
These investments aim to enhance public transit infrastructure, reduce traffic congestion, and promote sustainable urban mobility in the Qubec City region.
