NCIB Question

NCIB QuestionDoes anyone know how the NCIB works in detail? As far as I understand they can buy 10% of the float which for this year's NCIB was 5,312,846 shares. They can buy a maximum of 16,855 shares per day.

Theres roughly 250 trading days a year which would total only 4.2M shares.They were within their daily limit in every session except for November 18th, when they bought 244,106 shares in one day.

So, my question is how can they get to 5.3M shares when they can only buy 4.2M shares and what allowed them to buy more than the daily maximum on November 18th?
