I believe the required disclosure is not immediate and could be as long as perhaps 45 days (or as short as two days.. not sure).
So it could have been one buyer today.
In fact, there's no way that ONC can just wake up one day and suddenly sell 30 million shares into the ATM. The share price would crater. This has to have been a "bought deal" of some type using the ATM facility.
I think the timing around JP Morgan is interesting but difficult to assess.
