Tariffs and USMCA

Tariffs and USMCAI am unsure how Trump can tariff anything with the USMCA legally in place.  Sure he can do it, but it doesn't mean its legal and wouldn't Canada and respected companies like Bombardier be legally entitled to damages, loss of profit, etc?

Has any one seen a legal opinion on this?
