RE:Question for those who have worked with pipelines...

As far as I know....you can't "empty" a pipeline....you'd have to de-commission, de-construct it...like open it up at all the low spots and physically pump ALL the oil out. The only thing that makes oil move in a pipeline is the oil that is behind it...
