is this the ral deal or does it suck?

is this the ral deal or does it suck?am looking into buying some stock. Was referred here. Unsure if these engines cost too much and capital spending of municipalities may put this one on hold. I just think this on eios too dicey and it has already flopped over like all good techs. comments?
