Risk Capital?

Somebody mentioned some time ago that Schlumberger might fund the completion of the Cosby 36a well by dipping into their risk capital budget for 2003. Although I only took a quick glance, I have been unable to find any reference to such a budget in their web site or annual report. Anybody have any more information or web link to such information?
