Just IMO, but I believe 20k unmanned sites in NA including smaller remotes eg 500 lines for our smaller boxes. I belive among these VZ has 1500 sites suitable for the 5400 big box. So in a sense you are both right!

We mustn't neglect the fact that most unmanned sites are 500 lines approx, and potential locations for our products comprising a huge market outside of the major metropolitian centres. Smaller switches run around 30-75 K I believe. Certainly not a trifling bit of business.
