Oncolytics Biotech Inc. is a clinical-stage biotechnology company. RE: Founding shareholder royalties

Is it possible that this settlement was a requirement of a partnering organization? A requirement of the current management with the "founding owners" before a deal was struck? Can we surmise a partnering arrangement is therefore close at hand? Or is this announcement just an event that happened? Irrespective one risk eliminated which should be good for the stock price.
