The biggest producer of titanium in the world is Australia; a country with sililar mining costs to Canada. As far as the Canadian industry goes, we already rank in the top 5 as far as titanium production with the Rio Tinto mine in Quebec being the most noteworthy. There are also companies like RGZ and QU that are small caps in the early stages of assessing conventional titanium deposits in Canada. So, I think the economics for a Titanium industry in Canada already exist. You should also consider that transporting a bulk commodity such as titanium from australia or africa to North America for the purpose of making paint has considerable cost associated with it.
None of this means that TIC will be successful, because they have to still prove that they can extract titanium from the oil sands at the same cost or less. So, if your DD on their refinement process sheds any light on this I would be interested in hearing it because this is the issue that is going to decide whether TIC is successful or not.
