Turn-key Solution Enables Live Broadcasts to Mobile Users
NEW ORLEANS, CTIA, March 14 /CNW/ -- Alcatel
(Paris: CGEP.PA; NYSE: ALA) and Path 1 Network Technologies Inc. (Amex: PNO),
a leading provider of products that enable the transmission of
broadcast-quality video over IP networks, today announced an agreement that
enables the delivery of live broadcast TV programs to mobile devices over
existing wireless operator networks. Combining the best of mobile and IP
broadband technologies, the solution uses Path 1's video over IP gateways and
Alcatel pvNS's network-based mobilemedia software solutions. The two companies
have successfully deployed an active network to demonstrate the distribution
of live TV broadcasts using an IP network to backhaul the live feeds into a
transcoding facility for the subsequent delivery to mobile devices. The
application will be demonstrated this week at CTIA in New Orleans in the
Alcatel booth (Booth # 2775).
Since December 2004, Path 1 and Alcatel's pvNS have been working in
collaboration with the University of Washington to build and deploy an
optimized mobile TV solution showcasing the university's original live
programming. The ResearchChannel broadcasts the latest research information
free of charge, 24 hours a day to over 17 million television households
throughout the United States on the DISH Network and cable television systems.
The content originates from the University of Washington's broadcast studios
where it is encoded into an MPEG-2 video stream, encapsulated into IP and
delivered over the public internet to a series of carrier-class transcoding
servers used to prepare the content for mobile networks. Path 1's video over
IP gateways are deployed at each end of the network to preserve the integrity
of the backhaul and the quality of the video signal. The media is then
converted into a 3GPP compliant MPEG-4 stream using Alcatel pvNS's Multimedia
Transcoder. Once converted into 3GPP format, the stream can then be
distributed to handhelds and phones over any wireless network.

The Alcatel pvNS Multimedia Transcoder is a built on an extensible
software architecture which takes digital video and audio input streams and
transcodes them in real time into full-motion video and high quality audio
using 3GPP, 3GPP2, and Windows Media Format 9 (WMF) standards. The content is
then viewable by most video-enabled wireless phones and handhelds. The
carrier-class design is extendable, customizable and scalable, and supports a
wide variety of current and future transcoding needs. A key feature is the
ability to output multiple bit rates and screen sizes from the digital input,
allowing subscribers on different networks to view the same content
simultaneously, using optimum encoding parameters for their network and
device.
The Path 1 Ax100 Video-over-IP Gateway is used to deliver live broadcasts
from the content source to the transcoders. The system is specifically
designed for the long-haul distribution of live MPEG-2 video over a public or
private IP network. The Ax100 also uses proprietary QoS techniques to protect
and shield the video signals from impairments imposed by IP networks. These
impairments, such as packet loss, delay, jitter, and out of order packet
delivery, can significantly disrupt the video signal to the point where it is
not acceptable for viewing. By using advanced synchronization and Forward
Error Correction (FEC) techniques, Path 1 products ensure that the video
arrives at its destination intact, while preserving the broadcast quality
standards that service providers demand.

demonstrated in the CTIA, the DVB-H and S-DMB Mobile full TV solutions are
