Tails from the floation plant will be stored on the Big Flat. Its a mile and a half square chunk of flat ground on the top of the ridge, an old paleo plateau surface. There are not any permanent streams flowing to the Salmon River there and with only a small containment, the tails can sit out a 1000 year flood event high and dry.
Rock Creek is in a wilderness, while the Idaho Cobalt Project is several miles from the nearest wilderness boundary. If you are unaware of the difference between non-wilderness lands and wilderness designated lands, I highly recommend that you take the time to studdy the Wilderness Act and Forest Service Regulation regarding its implementation. There is no contest that the ICP is on lands on which mining is allowed and mineral development is encouraged. The original Congressional Act designating the Frank Church Wilderness area specifically excluded the area of the Blackbird District and further required that no action in Frank Church River of No Return Wilderness area regulation hinder the development of Cobalt in specific within the area.
Are you suggesting to us that Doe Run is not mining now? Is Cominco not pulling ore from the Red Dog? There are 9 major lead producing mines in the USA right now and they produce 400,000 tons of lead every year. Many of those mines are expanding operations.
There are 10 major zinc mines in the USA and they produce 700,000 tons of zinc. New mines are just now coming on stream following the recovery in zinc prces from their 2002 lows. We produce 50% of our full domestic consumption of zinc, just as we have in this country for the past decade.
As for TiO2, come on there fella, where have you been? There has been no change in US production in decades. They have been permitting new deposits on Florida Beach sands for ages. Are you going to tell us the Dupont has suddenly gone under?
