Is this R/S to solve a compliancy issue?

Is this R/S to solve a compliancy issue?Is the company having difficulty maintaining compliancy with the exchange and is this the only way they can see of solving it, because if it is, I just don't see it working. Why don't they just get a few generous friends to buy some shares at the ask and raise a bit of cash. you don't need alot of money to buy at these prices in order to get the value back up over 10 cents. Hmmmm I wonder if that was what was happening earlier this year. Paul
