This has nothing to do with Y2K. The settings you are talking about merely control how the date is externally represented on your screen!
The real problem (for PC's anyways) lies with how your PC handles the date internally. There are several items that come into play for this one. How your CMOS stores the year, how your BIOS handles the year retrieved from CMOS at boot-up time, etc. etc.
More to the point, this does nothing to address the much larger issue of Y2K problems with "old iron" legacy mainframes and embedded chips within real-time-process equipment and all the satellites floating around out there in space. You may think you've heard that the problem is being adressed, but how many satellites have you heard about being retrieved from space and fixed for Y2K?
These satellites control the worlds communications! You may be successful at getting your PC to work after Y2K but you won't get further than being able to spell check your latest letter if you can't connect to anything! Without a communications network there will be no fax, no internet, no ISPs, no PC banking, etc.
