You dont get it... its not Mangers... its management.... You call all non-BU employees managers (exept a few programers)... TELUS has "thousands" of front line management professionals and technitions (with no staff) and not in the BU.... TELUS currenlty has very near best in class "spans and layers" for an organization of its size (DE fixed that a few years ago)...
The only significant management downsizing will be the result of contracting out (and east) and most of these managers have been preparing for this for many years and understand its the right thing to do (TELUS has historically offerd managers very lucrative seperation packages and will likely continue this for management)
