Of course that is what it means.  They can sell directly to the public just like craft brewery locations.  Of course this would be subject to municipal restrictions.

Read it again, slowely. It means once people receive a license to produce they can then sell to the provinces without a having to apply for the sales licenses. It means they're essentially allowed to sell multiple formats like 2.0 without having to seek license amendments.  It doesnt mean they can sell direct to consumer. What you're talking about is farmgate, which is already
