State-of-the-Art Facility 45%-50% Utilization

During a once in a century pandemic you would expect the facility to run at a much higher manufacturing capacity!?
The good news is, there isn't a need to invest big money to build out or construct a second facility any time soon.  This facility could produce around $700 million per year.  The bad news is they have an underutlilized factory operating @ - 50% in a pandemic.  Hopefully they are looking at ways to get this facility operating at a much higer steady rate before it becomes not so state-of-the-art.

I think the supply chain is full of hand sanitizer, personal care products and cleaning products. It is going to take a little time to work that off. Thats what I think they mean by "volatiility".
