Doesn't help Scotia downgraded it to underperform and set a new target to 0.25

That's Hilarious! Scotia can downgrade Arcan to a Piece of Poo for all I care.   At this point any kind of rating issued on Arcan will be an improvement over what we have already been through.  Why would Scotia even care to cover Arcan anymore anyways?  Somebody must be pulling their strings to do it..a major shareholder perhaps?
