What is required to prevent merger?

It appears that if a mere 33.33% of the votes cast for each of the companies individually are a no vote then that particular company fails to obtain shareholder approval and the merger breaks down. One third of votes cast is a pretty low threshold. (page 83)

I thought it was the other way around in that two thirds were required to stop the merger. Kinda wish I had voted.
