Agree with this assessment and thus my lack of faith in LOI's in general and this LOI in particular

Wouldn't one expect a premium to the average price say over 60 or 90 days which would be a premium over .16 and .22 respectively?

With a PP at .20 warrants at .30 and a debt settlement at .40.  Anything less than  .20-.25 wouldn't please a lot of shareholders.  Just my 2 cents.
