This is just some Israeli reporter writing an article based on a bit of digging of the facts. He does not know everything. The translation from Hebrew is most likely off a bit as well. For example, IPC bought the licenses and permit from Petromed, not Petromed. The $20m Petromed debt could be for 3d seismeic that Petromed had originally promised to do before selling the licenses etc... Either way
