Massive spreads today

The bid is consistently 10 or 20 cents from the ask, a few minutes after the open it was actually like 70 cents. I can imagine, ECB, Greek Elections, other fears, but that is huuuge spreads, can't trade it quick anymore. HVU meanwhile is often 2 to 4 cents spread.

Isn't some 3rd party supposed to keep the horizons funds spreads reasonable?
