Today’s Depth Display on CSE

While trade price is hovering around 12 cents, if you remove the Quebec kids (Desjardins and National Bank), from the Depth Display, the lowest offer on the Depth Didplay is17 cents. Of the offers between 13 and 17 cents, National has only one, 1000 shares at 14 cents - everything else is Desjardins.
I have two questions.
1. Does this mean that Desjardins, virtually single-handedly, is suppressing the share price?
2. Is this really a market?
