Doesn't really matter, it still becomes law, unless he vetos it and sends it back.

Yep, more of a political statement than anything else if he doesn't. A White House representitive did confirm to the medi that he would sign. I think the delay is they are trying to get the SAFE act on his desk at the same time to sign together, nothing to back that up just my suspision.
