What Gives?

IMCC announced $35 million USD share offering @ $7.05 CAD ($5.75 USD) and the share price drops 12.5%.  Anyone else confused?  I get that $7.05 CAD is a discount but WTF?

Short the common, buy the issue, get the warrant. Cover after deal closes and run it back up. Nothing new other than newbs who have never seen this before.
