Timelines must be honored.

What really is going on with this company? They were supposed to start drilling by Canadian thanksgiving, then US Thanksgiving, then early in the new year, then in the first quarter and we are now at the end of february and no word as to when the drilling will start. All of  the time lines given are not honored. There is a 100% rate of missed timelines. What exactly is going on here?
