This company has unlimited share unlockings.  Most of them at next to no cost, which is why the stock gets pounded even down here. It's still profitable for many to dump their paper.  Worst corporate structuring I have ever seen.  It was either essentially built to be a pump and  dump, or the management is completely clueless. I suspect a bit of both.

The third option is that this was a cannabis company that did their acquisitions in shares. Unfortunately they left that space (thankfully saving shareholders from the bubble bursting) and those shares behind. But it was neither built as a pump and dump or by clueless management.
