Clarification for one of JL's accusations

In his deposition, JL several times accused Ossa of defrauding the government of Chile, himself, and the Canadian government by entering as a tourist and then "working" as a legal expert.

Actually:  

In Canada, a worker does not need to obtain a work permit to enter Canada if he/she: (i) is entering Canada to conduct surveys or analyses that will be used as evidence before a regulatory body, tribunal or court of law, or (ii) is entering Canada to serve as an expert witness before a regulatory body, tribunal or court of law.

It's unbelievable that JRL and BJ, and their contingent of lawyers...JGT in Santiago, Hultman in Vancouver, or Galatti in Toronto, would not have known about this. JGT allowed JRL to expound on this incorrectly in his deposition. Why is JGT even being paid?...or does JRL just run roughshod over him in his desire to rant about things he knows little about?
