He needs to take action, have a plan to counter punch him. The guy is not just short selling he wins both ways, he also sits on the bid side while scaring everyone with his unlimited ask, so eventually some capitulate, he picks up and sells them the next day. Even if it's illegal to short sell (I don't know), maybe Evan knows it's pointless to act because the EMF is years behind in fraudulent cases.
