what are Governments and big business waiting for

With all the natural disasters happening all around the world such as unbearable heat waves, floods, fires,tornadoes, hurricanes  etc etc, why is the world waiting to implement global warming solutions such as SHRC among many other technologies, this needs to be happening immediately en masse to help save the planet.....I dont get it !!!!!!
